Windsor Police Lead Multi‑Jurisdictional Drug Bust

Project Bay Seizure Overview

A cross‑border drug trafficking investigation led by Windsor Police culminated in the seizure of nearly 1.7 tonnes of illegal narcotics and an anti‑tank rifle, representing a value of $139 million and a significant disruption to Ontario’s illicit drug supply chain.

Arrests and Legal Action

Nineteen individuals have been taken into custody, while two suspects remain at large. In total, 102 charges have been laid against 21 people.

Investigation Scope and Collaboration

The probe began in January 2025 after tips reached Windsor Police, then expanded through partnerships with the Canada Border Services Agency, the Ontario Provincial Police, Homeland Security Investigations, the U.S. Drug Enforcement Administration, the Toronto Police Service and Peel Regional Police.

Details of the Seizure

Police recovered 973 kilograms of suspected cocaine, 660 kilograms of suspected methamphetamine, 49 kilograms of opium and 230 oxycodone tablets.

Firearms and Other Contraband

Seventeen weapons were confiscated, including an anti‑tank rifle, ammunition, brass knuckles, magazines, a baton and other prohibited devices. In addition, investigators seized $80,000 in Canadian cash and $10,000 in U.S. currency, several vehicles, high‑value jewelry, cash‑counting equipment, 43 cell phones and six laptops.

Financial and Asset Recovery

The OPP Provincial Asset Forfeiture Unit assisted in identifying and seizing property linked to the criminal enterprise.

Statements from Police Leaders

Windsor Police Chief Jason Crowley described the operation as a powerful illustration of intelligence‑led policing and interagency teamwork that delivered tangible results.

Impact on Communities

OPP Chief Supt. Mike Stoddart said removing more than a ton of illegal drugs and several firearms disrupted the flow of harmful substances, protected communities and stripped profits from the criminal economy.

Border Agency Contributions

CBSA reported that, earlier this year, more than 206 firearms and 5,555 kilograms of illicit drugs were intercepted at land ports of entry in southern Ontario.
