Report Findings on Inspiration and Scope

The June 29 report from the Integrated Threat Assessment Center says each of the four attacks was inspired by the Islamic State, while the fifth concerned a planned disruption of travel.

Recent Trends in Anti‑Semitic Harassment

Although no new attacks have been uncovered this year, the report warns that Canada’s Jewish population has become an increasing target since the United States and Israel launched airstrikes in Iran on February 28, 2026.

Escalation in the Greater Toronto Area

The document notes a rise in harassment, threats, assaults, arson and shootings against Jewish communities, especially in the Greater Toronto Area, since the start of the Iran‑U.S. conflict in February 2026.

Projected Threat Continuation

While the report stops short of raising the national terror threat level, it says violent extremist and criminal threats against Jewish communities are likely to continue at a steady pace over the next six months.

Iran‑Linked Groups and Future Risks

Iran‑linked groups are expected to keep directing threats against Jewish communities, as well as U.S. and Israeli interests, in Canada and the West.

Broader Anti‑Semitic Environment

The report highlights that widespread anti‑Semitic acts create an atmosphere that fuels further violence, potentially radicalising vulnerable individuals toward extremist paths.

Threat Level Assessment

The three‑page assessment, titled “Global Events and Anti‑Semitism Inspiring Domestic Threats,” concluded that the threat level should remain moderate, meaning a terrorist attack is a realistic possibility.

Stability of Attack Frequency

It adds that the number of attacks in Canada has stayed between one and three per year, and that rising threats have not been matched by an increase in demonstrated violent extremist capability or actual attacks.

IMCR Attack Patterns

According to the report, 83 % of the Islamic Movement of the Companions of the Right’s (IMCR) planned or claimed attacks targeted Israeli interests or the Jewish community, though the two Canadian incidents have not been definitively linked to the group.

Impact of Ceasefire Collapse

The recent collapse of the U.S.–Iran ceasefire has sparked fears of more violence in Western countries.

Criticism of the Assessment

Former RCMP deputy commissioner Ches Parsons, who reviewed the report for Global News, argues that the analysis downplays the scale and urgency of the real threat through narrow definitions and hedging language.

Statistical Firewall Argument

Parsons says the report creates a statistical firewall by separating extremism from anti‑Semitic hatred and other crimes, which he believes minimizes the problem.

Sanitized View Concern

He warns that maintaining the same threat level amid what community organisations describe as a national crisis of anti‑Semitism presents a sanitized view that fails to capture evidence of radicalisation pipelines and eroding trust in public safety.

An earlier April document suggested Iranian intelligence may be using local criminal groups to target Jewish community sites in Canada.

A March 2026 RCMP threat assessment mentioned IMCR’s claimed attacks in Europe but was largely redacted.

Statistical Context from Statistics Canada

Statistics Canada data show that Jews were victims of 71 % of religiously motivated hate crimes last year, up from 69 % in 2024, even though overall anti‑Semitic incidents fell by 16 % according to the agency.

The Centre for Israel and Jewish Affairs says the combination of violent calls, rising hate crimes, foiled IS‑inspired plots and Iran‑linked activity is troubling.

Alleged Perpetrator Claims

Allegations filed in U.S. court allege that Mohammad Baqer Saad Dawood Al‑Saadi claimed responsibility for attacks on a Toronto synagogue and the U.S. consulate.

Police Investigations

Toronto police have arrested several gunmen believed to be part of a network hired to open fire on the American consulate, though Canadian authorities have not publicly linked the incidents to Iran.
