Federal Government Stops Billy Bishop Airport Expansion

Transportation Minister Steven MacKinnon announced that the federal government will no longer pursue the proposed expansion of Billy Bishop Toronto City Airport. The decision ends plans for a longer runway that would have allowed larger jets to operate from the island facility.

Why the Expansion Was halted

MacKinnon said the halt is driven by concerns over the impact on valued public spaces such as Little Norway Park and Hanlan’s Point Beach, potential increases in noise, significant environmental effects, and the risk of limiting Toronto’s ability to build much‑needed housing. The minister emphasized that the government will continue to focus solely on the already‑approved runway safety improvements.

Public Feedback Shaped the Decision

The minister noted that Transport Canada’s consultation attracted more than 87,000 responses, and the public’s input helped guide the final decision. This large volume of feedback underscores the community’s strong feelings about the airport’s future.

Municipal Leaders React

Toronto Mayor Olivia Chow welcomed the federal move and thanked Prime Minister and Transport Minister for listening to Torontonians. She said the community’s tireless advocacy made a difference and urged the province to return city‑owned land tied to the proposal, emphasizing the need to protect the waterfront for future generations.

Provincial Commitment Remains

Ontario Transportation Minister Prabmeet Sarkaria reiterated the province’s commitment to advancing the airport expansion. He argued that the project could generate up to $8.5 billion annually for the Canadian economy, create thousands of jobs, and improve connectivity for travelers and businesses.

Sarkaria added that any future plan must safeguard public spaces, mitigate noise and environmental impacts, enhance Little Norway Park, support new housing options, and deliver benefits to local communities.

Airport Authority’s Position

The Toronto Port Authority, which owns and operates Billy Bishop Airport, confirmed it has been told Ottawa will stay focused on completing the runway end safety area project. The authority pledged to implement the initiative while ensuring the city and region’s needs are met.

Looking Ahead

While the expansion is currently on hold, the airport continues to play an important role in Canada’s air transport network. A recently opened customs pre‑clearance facility, funded with a $30 million federal investment, highlights the airport’s ongoing significance. Future discussions, officials say, will need to balance growth ambitions with the concerns raised by residents.
