Conservatives Call for Ethics Probe Into Metro Vancouver Condo Buy-Up Plan

The Conservative Party of Canada is demanding that the parliamentary ethics committee investigate the federal and British Columbia provincial governments’ plan to purchase vacant condominiums in Metro Vancouver and either resell them or rent them out at affordable prices.

Poilievre Questions Potential Conflicts of Interest

Conservative Leader Pierre Poilievre said in a news release on Sunday that he had written a letter to the chair of the ethics committee, requesting a meeting to launch an investigation into possible conflicts of interest surrounding Prime Minister Mark Carney’s plan.

“Mark Carney is building an economy of spinoffs, bailouts and handouts for the Liberal Club while leading to higher costs, debts and taxes for everyone else,” Poilievre said in a statement.

According to Carney and BC Premier David Eby, the plan is intended to increase the supply of affordable housing in the region. However, critics argue that purchasing unsold condos at market prices amounts to a bailout for developers who made poor investment decisions.

Carney Defends the Initiative

On Thursday, Carney told reporters that developers had not directly asked him to pursue the plan, adding that the initiative was not designed with the industry in mind. The prime minister said governments would seek to allocate about 10 percent of the total planned dollar value to fund the available units, which he estimated at roughly $1.4 billion.

Poilievre referenced Carney’s comments and questioned in his press release whether another minister had been pressured to introduce the program. “I call on you to hold an urgent meeting of the Ethics Committee so that it can investigate this bailout,” Poilievre said in his letter published on X.

Broader Infrastructure Partnership

The partnership announced Thursday between the two governments includes spending more than $5 billion on British Columbia’s infrastructure, $3.2 billion to reduce multifamily development costs by up to 50 percent in high-priority communities, and $284 million to reduce barriers to new construction.

Ethics Committee Faces Structural Hurdle

The Conservative leader’s letter is addressed to Conservative MP John Brassard, who chairs the committee. However, such an inquiry faces a significant obstacle. Following the Liberal government’s reorganization of the committee after returning to majority status, the Liberals hold most of the seats. With five Liberal MPs and four voting opposition members, the government can block any opposition-led vote if it chooses, as the chair only votes in the event of a tie.
