New Online Passport Renewal System Launches for All Canadians
Immigration Minister Lena Diab announced on Tuesday that the federal government is removing the daily cap on online passport renewals, allowing every eligible adult Canadian to apply from anywhere, at any time.
What the Change Means
Previously, a limited number of applicants could submit their renewal requests online each day, forcing many to wait for a spot or to use in‑person or mail‑in services.
“Starting today, online passport renewal is available to all eligible adult Canadians from Canada. We are removing the limit on the number of people who can access this service,” Diab said at a press conference in Vancouver.
“This means eligible Canadians no longer have to wait for a spot to open up to apply online. They can start their renewal online whenever it’s convenient for them.”
Addressing Past Demand Challenges
The announcement follows years of reports about long queues, both in physical Service Canada locations and on the online portal, as demand outpaced available resources.
Service Canada and Immigration, Refugees and Citizenship Canada (IRCC) previously cited a lack of staff and technology capacity to meet the surge in applications.
“Removing the restriction on online passport renewals may sound like a small operational change, but for hundreds of thousands of Canadians it means one less errand to run, one less line to queue and one less thing to worry about before their next trip,” Diab added.
Projected Application Volume
Parliamentary Secretary Annie Koutrakis said an estimated 4.6 million passport applications are expected in 2026, up from 3.8 million in the previous year.
She noted that roughly two million of those applications are likely to be submitted online, taking advantage of the new unrestricted access.
System Capacity and Testing
Diab assured that the online portal has been tested and is designed to handle the anticipated increase.
“The system has been tested and the IRCC and Service Canada have expectations. Normally they are aware of what they expect. And it was designed and tested with that in mind,” she said.
Application Requirements and Options
To renew a passport online, applicants must be Canadian residents, provide a valid online payment method, and upload a digital photo taken by a commercial photographer.
They may also submit scanned copies of supporting documents instead of mailing the originals.
For those who cannot or prefer not to use the online system, in‑person and mail‑in services remain available, including express and rush options for faster processing.
Processing Times and Fees
Standard online renewals continue to be processed within 20 business days, and the government maintains a 30‑business‑day service guarantee, ensuring that complete applications are processed or provided free of charge within that period.
Passport fees were increased in March for the first time since 2013, but Diab said the new changes will not lead to additional fee hikes.
“We really need to keep up with the costs that the government is incurring in providing services to Canadians. And that’s why … there’s been an increase, and we’re not anticipating an increase now because of the announcement I’m making today,” she explained.
Flexibility for Expired or Near‑Expiry Passports
Canadians whose passports have expired or are close to expiring may still apply for a renewal online, provided the previous passport was issued within the last 15 years.
This flexibility aims to reduce the number of people who must first obtain a new passport before renewing.
