Stan Cho Resigns Amid Hotel Expense Scandal

Tourism, Culture and Gaming Minister Stan Cho stepped down from cabinet after a week of intense scrutiny over his hotel spending in Toronto, despite his home being just six kilometres from Queen’s Park.

Residence and Allowance Rules

Cho’s primary residence is 5.9 kilometres from the legislature, well within the 50‑kilometre limit that restricts MPPs to claim lodging only for “special or exceptional circumstances” and on an overnight basis.

Ontario’s expense guidelines therefore require a justification for any hotel stay beyond a short commute, a condition critics say Cho did not meet.

Financial Details of the Hotel Claims

Escalating Costs Over Three Years

From 2018, when Cho first won the Willowdale seat, through 2022 he reported no hotel expenses in the city.

The pattern changed in 2023, with costs rising to $1,431, then $3,081 in 2024‑25, and peaking at $11,691 in 2025‑26, for a total exceeding $16,000.

Premier Doug Ford’s Response

Immediate Acceptance of Resignation

After a week of backlash, Premier Doug Ford announced that Cho had offered to resign, and the Prime Minister’s Office confirmed the resignation took effect immediately.

Ford added that Attorney General Doug Downey would assume Cho’s cabinet duties on an interim basis.

Cho’s Public Statement

Admission of Mistake

In his own statement, Cho said he had repaid the full amount and acknowledged the spending was a mistake.

He explained that he requested lodging on nights when the legislature sat late and believed each claim met the Member Guide criteria.

Cho also noted his young family and a demanding schedule that kept him away from home, describing the late‑night decisions as a personal convenience.

Opposition Criticism

NDP Leader Marit Stiles

Marit Stiles, leader of the Ontario New Democratic Party, said the resignation left key questions unanswered, pointing out the $16,000 in hotel expenses and the minister’s “suite life” on taxpayer money.

She warned that Cho was trying to evade responsibility after being caught.

Liberal Interim Leader John Fraser

John Fraser, interim leader of the Ontario Liberal Party, described the incident as “the tip of the iceberg,” citing similar hotel‑claim controversies involving other Toronto‑area MPPs.

He called for the government to release all evidence of accommodation claims and warned that a broader culture of entitlement begins at the highest levels of government.
