Parti Québécois ready to renegotiate Churchill Falls energy deal

If the Parti Québécois wins the upcoming provincial election this fall, its energy critic Pascal Paradis says the party will seek to rework the pending energy agreement with Newfoundland and Labrador in order to advance development of the Churchill Falls hydroelectric complex.

Compensation for historic Labrador loss

Paradis emphasized that any new terms must include compensation for Quebec’s loss of Labrador territory, a matter he says dates back nearly a century.

Legal and financial background of the 1969 agreement

The 1969 contract between Hydro‑Québec and the Churchill Falls Labrador Corporation set the price for electricity generated at the site at a very low rate, a term that will remain in force until 2041.

Paradis argued that Quebec assumed “enormous financial risks” to develop the project when Newfoundland and Labrador lacked the resources to do so itself, and that subsequent legal challenges to alter the agreement were unsuccessful.

Recent memorandum of understanding and its implications

Former Newfoundland and Labrador premier Andrew Furey signed a memorandum of understanding with Quebec in 2024 that aimed to replace the controversial 1969 deal, paving the way for billions of additional dollars to flow into the province as Hydro‑Québec plans to double its electricity output by 2050.

In 2025, a new Progressive Conservative government was elected and pledged to review the agreement; an independent review later concluded the memorandum was not in the best interests of Newfoundland and Labrador, leading to renewed negotiations last month.

Political dynamics and upcoming election

Paradis warned that Premier Christine Fréchette, whose Coalition Avenir Québec party currently sits third in the polls, does not have the “legitimacy” to sign a deal in the final days of her term, fearing she might make excessive concessions before voters render their judgment on October 5.

He added that the first assessors of any agreement will be Quebecers at the ballot box.

Comments from provincial leaders and opposition

Premier Tony Wakeham flatly rejected the notion of financial compensation for the historic Labrador cession, stating the issue had been resolved long ago.

Gregory Kelley, the natural resources critic for the Quebec Liberal Party, argued that the border dispute should not dominate the agenda, emphasizing the need for a reliable energy supply that businesses can depend on.

Fréchette met with Wakeham at the Federation Council in Charlottetown, though representatives from Hydro‑Québec and NL Hydro were absent, according to a press secretary.

Fréchette’s team remains confident that a revised memorandum of understanding can benefit both provinces, with officials noting that discussions are ongoing and that an agreement should be presented to the National Assembly for scrutiny.

Opposition parties agree that any deal should not be rushed, stressing that the initial offer from Hydro‑Québec and the Quebec government was “extremely generous” and that the final decision must be vetted by the legislature.
