Freedom of Information request data suggests that thefts from Toronto’s Bike Share program are on the rise, but the Toronto Parking Authority (TPA) contests the accuracy of those numbers.

Financial Impact of Missing Bicycles

According to TPA statements, more than $398,000 worth of bikes have been written off in the past three years, representing the loss of 247 bicycles.

The authority notes that this amount averages 0.61 % of the total value of its active fleet and 0.79 % of annual operating costs.

While a Freedom of Information request indicated a higher financial impact, TPA officials say the reported figures do not align with their internal records.

Operational Challenges and Data Concerns

Internal emails reveal that the TPA does not take these losses lightly. For 2024, the written‑off value was reported at $191,400, and a 2023 spreadsheet circulated by a TPA director listed a total loss of $680,000.

Staff have expressed disbelief about the discrepancy, citing inconsistencies in how bikes transition from “missing” to “AWOL” status after 48 hours, and glitches that prevent the system from automatically updating a bike’s status when it is returned to a dock.

Shift Transit, which manages day‑to‑day operations, notes that bikes sometimes remain missing for months or even over a year before being recovered, complicating loss accounting.

The TPA emphasizes ongoing investments in infrastructure and technology to improve bike and station reliability and to enhance fleet safety.

Customer and Public Reaction

Residents have raised concerns about the ease with which stolen bikes can be taken from the system. A recent incident involved a Good Samaritan who was instructed to retrieve a bike from a homeless encampment and return it, prompting criticism of the policy that encourages citizens to recover stolen property.

Critics argue that the $1,200 abandoned‑bike fee does not deter theft, and that there is no incentive for the public to report missing bikes, further complicating accurate tracking.

The program’s structure—overseen by the TPA, which has a strict parking mandate, and operated by an external group—adds another layer of complexity to loss management.
